Traffic Management Review

 

Since 2022 I have been in talks with East Riding regarding  a full survey of traffic and car parking pressures in and around Hornsea.  It is important to be clear that a town-wide parking review is a substantial piece of work.  It involves extensive officer time for surveys, data collection, analysis, community consultation, option development, and the progression of any resulting Traffic Regulation Orders - including statutory consultation and objection handling.  With only a small number of officers covering traffic and parking issues across the whole county East Riding must prioritise essential and statutory tasks alongside ongoing commitments.

As a constructive first step, and one achievable within current capacity, East Riding propose to begin with a residents survey, developed in collaboration with elective represetatives ie myself and my fellow Ward Councillor.  The intention is to produce a first draft of this survey this month which will help us build and evidence based by identifying: 

 

1. where residents feel the main pressure points are.

2. what specific issues are occuring and when.

3. which areas should be prioritised for review 

 

Once the draft survey has been developed and agreed jointly, with East Riding of Yorkshire Council leading the process in collaboration with Ward Councillors and Hornsea Town Council, a launch date will be agreed collectively. This date will then be shared promptly by both East Riding of Yorkshire Council and ourselves to ensure interested participants have sufficient time to respond. This joint approach is intended to support meaningful engagement, allowing participants to contribute their valuable local knowledge, suggestions and comments to help inform the next stages of the work.

 

However, it is essential to set expectations:

Even once resident feedback is gathered, a full parking review will still require a formal allocation of officer resources - and this cannot be guaranteed at this time.

Officers will need to focus their availability capacity almost exclusively on this work, meaning other Hornsea - related requests will not be able to progress simultaneously.  For that reason, the Officers have insisted that the elected representatives (Ward Councillors) need to be confident that this is the priority before committing to any steps.  I hope that the community as a whole will be involved when the survey (currently in draft) is available on line to complete and paper versions will be available at the customer service centre.  I would like to confirm that I already have extensive emails from residents who reside in Eastgate, Westbourne Road, Park Row, Burton Road, Grosvenor Road, Stanley Avenue and many other streets,  too many to mention which I will of course be submitting on their behalf.

I fully acknowledge the concerns raised by residents about parking pressures in the town, particularly as the busier months are ahead.  We have a historic road network, and a long history of requests at various locations.  Introducing isolated restrictions, such as double yellow lines, without considering the broader picture could lead to significant displacement and unintended consequences in the town.

This is not going to be any easy task nor a quick one as we must get it right and I will be monitoring it carefully and will of course feed back when appropriate.
